Referral Process
Refer A Child

Residents come to live at the VFW National Home for Children through a detailed referral process. Special care is taken to ensure the National Home can effectively serve the children and/or family interested in residency. A “fit” with the National Home’s philosophy and programming is necessary for children and families to benefit fully from residency at the National Home. Below is a detailed look at the process National Home staff guide a family through to determine that everyone’s needs can be met.


National Home Referral Process
  • Contact the National Home Program Department
  • Program representative speaks with individual and develops a statement of need, including full contact information for the child or family
  • Call is referred to Case Manager who speaks with single parent or child’s parent or guardian to discuss:
    • Immediate needs
    • National Home Program detail
    • Initial family information
    • Eligibility to live at the National Home
  • National Home sends general information brochure
  • Referral is now officially considered “open”
  • Single Parent Family Program:
  • Case Manager sends application
  • Single parent completes application, including family, health, legal and employment history
  • Upon receipt of completed application, family is scheduled for in-depth interview
  • Single parent participates in in-depth interview with Single Parent Family Team
  • Case Manager contacts individuals affiliated with single parent and children
  • Case Manager develops report on needs of the family and how the National Home may help the family meet those needs
  • Single Parent Family Team makes recommendation for admission to Program Director and Executive Director
  • Program Director and Executive Director review Single Parent Family Team Report and make recommendation to either:
    • Place family on pre-admission waiting list and begin Program Case Management services;
    • Conduct further research into appropriateness of National Home Single Parent Family program; or
    • Determine that family is not best served by the National Home’s Single Parent Family Program
  • If pre-admission is determined, family move takes place when there is space available and parent begins program for success lasting for up to three years
  • Residential Program
  • Case Manager begins full assessment of child’s family and educational history, as well as social and emotional health
  • Child/guardian and Case Manager speak often, in person if possible
  • Child/guardian make a campus visit if possible
  • Case Manager contacts individuals affiliated with child
  • Case Manager assembles Residential Referral Team to assess National Home’s ability to meet needs of the child
  • Case Manager and Residential Referral Team make recommendation to Program Director and Executive Director
  • If National Home is determined as the best setting for the child, relationship is initiated with Child Care Workers on campus
  • When there is space available for child, move takes place
